Log message:
* cygrunsrv.cc: Bump version to 1.36.
(service_handler): Remove obsolete function.
(pRegisterServiceCtrlHandlerExA): Remove.
(service_main): Just call RegisterServiceCtrlHandlerExA, otherwise
handler function doesn't receive SERVICE_CONTROL_PRESHUTDOWN control
code.
