Why not? That is, if it can be done without maintenance or user
problems.

Sure. In fact see my email to this very list a day or two ago "setup.exe
command line options". Please note though, that this implies that the
gui view only shows a default policy, not all policies - which is how
I'm designing the innards as things change.

I think that is a fine goal, but I don't see why that means removing
functionality from the gui.
