Hallo,
expat-1.95.3 was buggy and is no longer available at sourceforge,
so please do delete the Cygwin release too.
There is a bugfix release available instead of 1.95.3, this is
1.95.4:

The setup.hint didn't changed:

New in this Cygwin release of Expat besides bugfixes:
The doc directory was renamed and includes the version now, also
there is now the HTML reference included in the doc/expat-1.95.4
directory.
Although the source release includes libtool-1.4.2 I needed to
libtoolize/autoheader/autoconf again...
