That would be nice.  One could verify this behavior by using the Sysinternals
tool (whose name escapes me right now) to resume all of the threads in a
"hung" process in cygwins prior to 1.3.12.  In 1.3.13, I stopped using
SuspendThread so it should be a nonissue.
