The >100% in the title is obviously a bug. As for the incomplete
download, I just checked the MD5 sums, and they seem correct, both in
setup.ini and in md5.sum. However, the timestamps on the files (on
archive.progeny.com, at least) show that there was a 14 minute interval
between the uploads of XFree86-fscl-4.2.0-3.tar.bz2 and md5.sum, and
setup.ini was only updated an hour after the tarball:

I'm assuming the times above are in PST, which would place your message
within the first 14-minute interval. Someone on the cygwin-xfree list
complained about a download problem with the same package, about an hour
after you (which puts the time he tried downloading it in the same
timeslot). At a guess, it was a download/update race condition, and you
got unlucky.
