Yes, please do.  This package is a leftover from the split tetex-beta
and texmf times.  It is empty and served as an upgrade helper.

The equivalent texmf upgrade helpers (texmf, texmf-base, texmf-doc,
texmf-extra, texmf-tiny) can be remove too.
