Does the daeomn works? Really? I tried several times to compile it
and to use it installed as service, but it always failed to fork into
the background, so it only was possibble to run it in foreground.

Why? Doesn't libc.a is always included when base cygwin is installed?

dictd-1.9.11-1.tar.bz2
dictd-1.9.11-1-src.tar.bz2

One could argue that a daemon executable should run from /usr/sbin
