I've thought of a better way to handle this: versioned setup hints. The first time you install Cygwin, you have to at least skip past all of the hints explicitly. When you upgrade a package, the hint probably won't have changed, so setup.exe won't show it to you again. But if there is a change, setup.exe does show the hint again.


A package maintainer would only change the hint when some critical thing happens. To reuse the OpenSSH example, any package change that requires you to re-run ssh-host-config would require a change to the setup hint.
