There is no need to include "requires: cygwin". That's a given.

Most setup.hint's do explicitly require cygwin.

Specifically, 423 requires lines include cygwin whereas 121 do not.

setup.exe doesn't special case the name 'cygwin' at all, so it seems appropriate to explicitly depend on cygwin for any packages which contain binaries - though I'll admit that the occasional missing dependency on cygwin isn't going to cause any actual brokenness.
