But there's no netpbm-config script or the like, so how would a
dependant package know to look for the headers there?
FWIW, debian[1] and gentoo[2] also package netpbm like I did.

Besides the headers listed here for debian[1] there are (with more or
less useful names)[2] and these[3] in the Cygwin package:
[2]
usr/include/pam.h
usr/include/pammap.h
usr/include/pbm.h
usr/include/pbmfont.h
usr/include/pgm.h
usr/include/pm.h
usr/include/pm_config.h
usr/include/pm_gamma.h
usr/include/pm_system.h
usr/include/pnm.h
usr/include/ppm.h
usr/include/ppmcmap.h
usr/include/ppmfloyd.h
[3]
usr/include/bitio.h
usr/include/colorname.h
usr/include/mallocvar.h
usr/include/nstring.h
usr/include/shhopt.h
E.g. debian seems to have renamed shhopt.h to netpbm-shhopt.h instead
of using a separate directory while the others are not present at all.
