No. It works for .so's on Linux, because the Linux loader understands symlinks. Cygwin piggybacks on the Window Runtime Loader, which does NOT understand symlinks (nor shortcuts!). Because alternatives relies entirely on symlinks, it doesn't work for DLLs on windows.
