No.  gcc4-runtime contains only usr/bin/cyggcc_s.dll.  libgcc1 will
provide usr/bin/cyggcc_s-1.dll, so there is no collision and no
dependency.  All that is necessary is to mark gcc4-runtime _obsolete.
