OK. In the meantime, I went ahead and prepared packages to replace the
existing 22.1-3 test packages (cygwin 1.7 only). As far as I can tell,
they're ready for upload. Please check them when you get a chance, and
let me know if there were any pending problems that aren't fixed.

There's been some discussion of the emacs-23 packages on the main cygwin
list today (see the thread starting at
http://cygwin.com/ml/cygwin/2009-05/msg00368.html). I really think
these should be uploaded as test packages so more people can try them out.
