Having administered sourceware for nine or ten years now, I haven't
had to deal with that many ssh key updates. However, when I have, it
is rarely the case that someone has planned a key change. They usually
are because someone accidentally deleted the key. So, while I actually
do have an automated way to for people to update their keys on sourceware
it rarely gets used.
So, I may offer a way to update a key but I doubt that it will get used
much.
