Nope, Netscape uses standard socket code to do all of its communication, not
wininet.  What is in wininet is a higher-level API that as a bonus provides
semitransparent communication via proxy servers

Actually if they have IE that would work. IE could also be used to test that
they have the wininet settings properly configured.

However, if they do not have IE installed and don't want to install it, they
can go to "Internet Properties" in "Control Panel" and configure their proxy
using the "Connections" tab. (The labels are according to Windows 98 SE, of
course these may be different with other Win32 OS versions.)
