Sorry. I should have responded to this sooner.
Every other part of the winsup directory relies on the latest version of
"stuff" like newlib being in the same tree. I don't see any reason to
change this for libiberty, libbfd, or libintl. I'm satisfied with the
changes that I made. I don't plan on installing any configure-time
checks.
