Another (I assume) /proc SMP anomaly - cpu time is 2X greater than it should be

I have been using procps more these days and so noticed today that the
times reported by the task manager seem to be exactly half of those
reported by procps.
I don't know for sure but, unless people are seeing this on a single
processor system, this is probably due to the fact that I'm running on
an SMP version of WinXP.
Can somebody with a uniprocessor system confirm or deny this theory?
