Your example showed a changing root mount point and I thought it
concluded that it would cause confusion for default /usr/lib and
/usr/bin mount points which are still relative to cygwin1.dll's version
of root.

No, I didn't look at it because I didn't think we'd reached agreement on
the behavior yet.
