I don't know enough about this to make definitive statements except to
point out that if we, e.g., implement things before linux has them then,
since we are not prescient, we'll likely eventually be incompatible with
our reference platform.

Even if you want to drop back to saying "We emulate UNIX not linux" it
leaves the question open as to what, exactly, we're emulating.  If it's
a little bit of this and a little bit of that, then I think we're making
it harder for people to port their code to Cygwin and it makes it harder
for people who are trying to get their heads around the differences between
Cygwin and UNIX.
