environment space

I got the expected error of:
--------------------------------------
Out of environment space
Bad command or file name
--------------------------------------
I added the line listed in the FAQ
for this problem to my config.sys
and re-booted, but the problem persists.
I'm running Windows (Win Doze) 98
on a Pentium 100 with 16meg of memory.
Any help on this would be appreciated.
