Halim> do use bash 2.04b2, so that may make a difference.
It works for me also with 2.02.1 as you can see below:
vzell:/tmp> cat /users/vzell/.inputrc | grep clip
#"\e[2~":paste-from-clipboard
#"shift insert": paste-from-clipboard
vzell:/tmp> bash --help
GNU bash, version 2.02.1(2)-release-(i586-pc-cygwin32)
