Nope.
I am:
W3C/reagle is a member of AEON/Administrators (where I can't contact my
domain)
I did a 'mkpasswd -l -g' which yields the password of
reagle::1000:513:Joseph M. Reagle
Jr.,S-1-5-21-790525478-813497703-854245398-1000::/bin/sh
Created foo:
AEON: /etc> dir foo
-rwxrwxrwx 1 administ None 4 Jul 27 18:13 foo
I did tweaked this to:
reagle::1000:544:Joseph M. Reagle Jr.,S-1-5-21-###-1000::/bin/sh /*I
replaced the number*/
AEON: /etc> touch foo
AEON: /etc> dir foo
-rwxrwxrwx 1 administ None 4 Jul 27 18:19 foo

Of course, my main problem is:
AEON: /d/3dnload/cyg-extra> tar -xvf perl-5.6.0-cygwin1.1.tar
usr/
usr/local/
usr/local/bin/
usr/local/bin/a2p.exe
tar: usr/local/bin/a2p.exe: Could not create file: Permission denied
...
AEON: /d/3dnload/cyg-extra> whoami
reagle
AEON: /d/3dnload/cyg-extra> cd /usr/local
AEON: /usr/local> dir bin
total 1
-rwxrwxrwx 1 administ None 5 Jul 27 16:12 test
