This answer isn't really related to cygwin so followup if necessary to an
Emacs list. If I'm way off base let me know by e-mail.
The following quote is from the comment following "(defun shell ()" in
lisp/shell.el
"If a file `~/.emacs_SHELLNAME' exists, it is given as initial input"
So you can add your emacs-specific bash startup commands in the file
~/.emacs_bash

That means my .bashrc is read correctly, but Cygwin fails to add
/usr/local/bin:/usr/bin:/bin.

I could certainly just add the missing paths in my .bashrc, but this
would mean that I have three duplicate paths in my command line bash
sessions.
Any ideas how to rectify this?
