Why don't you simply use one of the binaries provided by the
aforementioned package
ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/porters/Vinschen_Corinna/B20/tcsh-6.08.00.x.tar.gz
??? I don't understand that.
