I can't chmod a file.

Hi,
I installed Cygwin and tried to execute the runtest program
under c:/cygwin/bin, the error is it cannot find
/usr/share/dejagnu/runtest.exp.
I used "chmod 777" to /usr/share/dejagnu/runtest.exp, but it does
not change. I also set "set CYGWIN=ntsec" in the cygwin.bat file.
What else should I do ?
