Since that time I've watched the cygwin download statistics blossom
on sources, so I'm less sympathetic to snapshot problems.

Well, the problem is really bandwidth.  http isn't limited now but
if cygwin keeps growing in bandwidth utilization we'll have to limit
things there too.
