telnetting to OpenVMS

I've included 'export TERM=vt100' in /etc/profile (and confirmed with
subsequent 'echo $TERM'), but I'm still getting the following error when
logging into the OpenVMS system (or when type SET TERM/INQUIRE)
%SET-W-NOTSET, error modifying NTY3758:
- , unknown terminal type
The frustrating thing is that, if I telnet via linux or even QVTerm, OpenVMS
recognizes the terminal type without any problem. Termcap looks very similar
to the linux system so I'm stumped.
Anyone have any ideas?
