cygwin tty freezes on ^O

bash$ type-some-text-and-hit-^O
Now the output is suppressed until I hit Enter or ^C.
$ ssh my-cygwin-host
bash$ type-some-text-and-hit-^O
Now even Enter and ^C doesn't help. To say it is annoying would be a big
understatement.
What is ^O supposed to do? stty -a shows `flush = ^O' both on CygWin,
and Linux, but I never noticed any special behavior on Linux.
