OK, then that was the source of your problem.  As annoying as it might
be, setup does sometimes fail to create a proper installation.  The 
best solution if you see any problems after you've done an installation
is to simply rerun setup.  It will install any missing packages or update
any already installed for which a new version is available.  
Unfortunately, at this point in time, package dependencies in Cygwin 
are not explicit.  If you don't know what packages you need and what the 
dependencies are, the only way you can be assured of a working environment
is to install all packages.  This situation will change in the future but
for now, this is the way to make things work.  If you like to gamble, feel
free to pick-and-choose your packages but be prepared to spend some time
trying to resolve problems that will arise from your choice.  Many on this
list (including me! ;-) ) aren't too sympathetic to those who gamble and
loose so be forewarned that the pick-and-choose approach to installing 
Cygwin may leave you with little response from the list, beyond "rerun
setup and install everything!"  ;-)
