Emacs in a terminal window

My other problem got fixed up, so my p.s. now becomes a full-fledged
question. :) I can start emacs just fine within my terminal window
(emacs -nw), BUT it forces the size of its window to be 80 rows, which
is the size of my terminal window BUFFER. My actual window, however, is
only 25 lines. Is there any way to force emacs to only use n number of
lines for the display? The display option doesn't work as it's
considered an X option and only gets read when you DON'T use the -nw
option. Any suggestions?
