OpenSSH needs OpenSSL (at least 0.9.6) installed to compile.
OpenSSL builds and runs OOTB.

The changes to OpenSSH needed for Cygwin are part of the official
sources so I wonder about that question. Search for `HAVE_CYGWIN'
in the sources and you're on the right track.
