Look libiconv has been in the perl configure far longer than this release so
let's drop this! Besides there is nothing really wrong with the package, it
is experimental, and if the patched binutils from robert are used everything
else is fine. So does perl if you create a symlink to libiconv.dll.a as
libiconv.dll or rename it or whatever.
The correct configuration should now show as
Found -liconv (shared)
