OK but if you didn't set your shortcuts to make this suggestion, you
wouldn't even know to ask the question, right?  So if it is a problem
for you to see this, that's your best solution.

OK, based on this information, I'm guessing you're curious about the 
details of why this happens.  Sorry, I can't enlighten you with anything
specific other than to say that setup is not a console program but may
need to actually start one for some reason.  Apparently, this is what
you get on Win 9x platforms when you set things the way you've set them.
If you'd like to have more details, I recommend that you build setup and 
debug it through this process.  This will tell you what it's doing and 
where, even if you don't understand why.  If you don't understand your
findings, reporting them back to the list may provide the insight you 
need.  It's a great exercise for the curious if you're interested! :-)
