Cygwin installation problem

Hi!
I tried to install Cygwin under WinNT 4.0 being logged
on as a simple user, and I couldn't do it successfully.
The C:/cygwin/bin directory contained just a very small
part of the application I selected using setup.exe, and there
weren't any *.dll files in.
The directory C:/cygwin/usr/bin seemed instead to be full
as it should.
In this way I could not even make a shell start.
After some attempts, all ended in the same unsuccessfull way
I tried to log on as administrator and I could successfully
build the Cygwin environment.
Has anyone ever encountereed a similar problem?
What could be the reason for this?
