timezone bug and possible patch

So by default timezone is defined as a function. I am not sure whether this
is a violation of standards. If it is, maybe we could use:

#ifndef timezonefunc
#ifndef timezone
#define timezone ((long int) _timezone)
#endif
#else
char *_EXFUN(timezone, (void));
#endif
