There are already several projects with similar goals (getting
something-VMS like running on non-VAX/Alpha architecture) out there.
They haven't been showing much signs of life, though.

My old company "Boston Business Computing" (I'm still a major stockholder
in fact) specialized in this kind of thing.  It wasn't free software,
though.

I wouldn't be surprised to see that google would unearth all sorts of
info on this subject.
