no syntax highlighting in vim (latest) win2k

vim 6.X, latest from cygwin and win2k. fresh install
and i cannot get syntax highlighting to work in vim.
shell highlighting, ls, etc works just fine .with vim,
i get the following errors:
'Trailing characters: endif^M'
'Command already exists: use ! to redifine'
'Not an editor command: ^M'
among other similar errors. teh file eventually opens
and vim works ok otherwise. i've checked all the
/syntax/* files and haven't found anything unusual,
and syntax on is set in my .vimrc (when i comment it
out, vim works, but w/o highlighting).
can anybody help?
