Yes. The source is in CVS, and there are instructions on how to access it
on the cygwin.com page. All released versions are appropriately tagged.
CVS will let you check out tagged revisions, and you can build them
yourself.
Max,
One may want an older version to compare behavior or performance, for
example, or to see whether (or why) some package that doesn't work in the
current version worked in an older one.
