the owner/group set to SYSTEM.SYSTEM.

Check to make sure that SYSTEM is listed in
/etc/passwd, and check to see that its UID is 18.

Check to make sure that SYSTEM is listed in /etc/group, and check to see that its GID is 18.

I'm running Windows 2000.

Oddly, I did set the perms on /var/empty to what you said above, and then found that SYSTEM was listed twice in /etc/group (once by default on install and once doing the mkgroup -d >> /etc/group. I took one out and lo and behold, the service started.

So then I did a complete reinstall (delete c:\cygwin and remove all registry entries) to make sure I could duplicate the problem (of having SYSTEM in /etc/group twice) and am now unable. IOW, it works now. I'll have to play around some more to try and figure out exactly what the problem was/is.
