pico and nano: number of lines displayed

Previously in Cygwin:
Using rxvt, and when editing a long text file using pico or nano, the number
of lines displayed filled the rxvt window.
Now in Cygwin:
Using rxvt, and when editing a long text file using pico or nano, the number
of lines displayed is less than 20.
(Sorry: hard to be specific about "previously", but I use these editors
pretty frequently and with long files.)
The command used is pico <filename> or nano <filename>, no switches. Has
anybody else found this?
