problems with current cvs release

Hi, 

I've got an error with the recent cvs release while packing a file with bzip2. 

$ bzip2 cygwin1.dll
bzip2: I/O or other error, bailing out.  Possible reason follows.
bzip2: No such file or directory
        Input file = cygwin1.dll, output file = cygwin1.dll.bz2
bzip2: Deleting output file cygwin1.dll.bz2, if it exists.

The appended strace log shows a problem with chmod'ing the resulting file. 

My configuration is printed in the cygcheck log file. 

Perhaps this help to find a bug.
