Me too.  Looking "under the hood" of cygipc, is a little scary... :,)

Yes, and I just tried again to be sure.  Without O_CREAT (but with
O_TRUNC) still fails in the same way, without O_TRUNC (but with O_CREAT)
does not fail.

Me too.

Any other ideas?  Or, are Cygwin PostgreSQL PL/Tcl users out of luck
then?
