And about searching for "bin/cygwin1.dll".  You could first try
"C:\cygwin\bin\" (which should match 99% of all cases),

Sorry. I count for more than 1% ;-) <just this time; to break your assumption>

Software packages belong in  C:\Program\*  and nowhere else (Note that this
is equal to "C:\Program Files\*" on ENGLISH Win98.

Ahhh... yeah. So, what is the rest of the disk for? Why not just put everything in a directory called "C:\Everything"?
