FYI, Cygwin does not map any characters under Windows - it simply uses the
underlying filesystem's API.  Thus, whatever characters are allowed by the
filesystem, Cygwin supports.

There have been a few discussions of such a mapping on this list.  You
might wish to search the archives for "special characters" or some such,
and review the relevant threads before continuing this discussion.
