Trying to sync local dirs I sometimes get hanged rsync process (that's a
known problem with no solution yet, unfortunately), but never seen such
error.
"foo" and "bar" are simple files? how big?
What seems stranger to me is your scp hang: I transferred also big files
with cygwin's rsync with no such problems.
(just as an example, I just transferred a 500Mb file "locally" through
scp with no problems)
Do you get always an hang?
And always at the same point?
I guess the usual cygcheck output could be useful...

A bit of context from io.c:
170 static void die_from_readerr (int err)
171 {
172 /* this prevents us trying to write errors on a dead socket */
173 io_multiplexing_close();
174
175 rprintf(FERROR, "%s: read error: %s\n",
176 RSYNC_NAME, strerror (err));
177 exit_cleanup(RERR_STREAMIO);
178 }

So I can guess your cygwin install is already up-to-date to few days ago?
