The following is from "ls --help":
-c with -lt: sort by, and show, ctime (time of last
modification of file status information)
with -l: show ctime and sort by name
otherwise: sort by ctime
In other words, you're essentially asking it to print the file creation
time. "touch" doesn't change that. Try "ls -alu" or even "ls -al" --
you should get different times there.
I don't know if this explains your make problems.
