AFAIK, once Cygwin has proper mkdev, /dev will be a real directory.  Until
then, you can use the script from
<http://cygwin.com/ml/cygwin-xfree/2004-01/msg00353.html> to get a proper
/dev directory.

P.S. The CLISP maintainer might want to try to fix the above in any case.
