Cygwin itself is just an emulation layer so it cannot display any
character at all. For applications like bash, ls or other it depends
on your settings.

BTW (on my Gentoo box):

root@wolfbrand# setconsole
zsh: command not found: setconsole
root@wolfbrand# d /etc/sysconfig
/etc/sysconfig doesn't exist!
root@wolfbrand#
