Odd, it must be a typo of either:
foo.tar.bz2 or
boo.tar.gz

You could try to rename it to foo.tar.gz so the suffix would not be
unrecognized.

Try tar zxvf foo.tar.gz or
tar jxvf foo.tar.bz2.
