Sure... but I don't think running /bin/true counts as heavy stress.

I tried disabling the XP firewall as well as the anti-virus software
and that had no effect.

It seems impossible, on a Windows box, to rule out that possibility.
But the system has always been running updated Symantec anti-virus
software and I have not observed other virus-like problems.

Behavior is the same either on Terminal Server or at the keyboard.
